The book “What Does Dumai Get?: Historical Notes on the Struggle for Dumai’s Oil and Gas Revenue Sharing Funds (DBH Migas) from the Perspective of Agoes S. Alam” documents the long and arduous fight to secure DBH Migas for Dumai—long known as the “Oil City, the Pearl of the East Coast of Sumatra.”
For decades, despite this reputation, Dumai received no share of the revenue. This was due to a misinterpretation of Law No. 22 of 2001 on Oil and Gas, which failed to define Dumai as a producing region.
From the perspective of Agoes S. Alam, Dumai is an integral part of the oil-producing area and should, therefore, be recognized as one. The city serves as an existing oil and gas processing hub, equipped with all the necessary facilities for refining and distribution.
Thanks to the determined efforts facilitated by the Dumai City Government, this struggle finally bore fruit. In 2022, the Ministry of Energy and Mineral Resources (ESDM) granted Dumai’s request, allocating one percent of the DBH Migas revenue—a significant milestone in the city’s economic justice. ~
